What We Do

Baden Consulting Services, LLC (BCS) performs pavement and roadway asset management studies for public and private agencies to assist in the planning and budgeting for the maintenance and rehabilitation of roadway assets. Agencies typically have limited funding available to maintain assets such as roadway pavement, sidewalks, traffic signs, guardrails, etc. BCS can help by developing an inventory and condition assessment of these assets and implementing an asset management program to evaluate short and long term budgetary needs and prioritize maintenance and rehabilitation needs.

Pavement Condition Evaluations

BCS provides options for pavement condition evaluation methods to best meets the needs of the agency.  Options include the ASTM D6433 pavement distress identification method as well as modified methods to streamline the process and reduce cost.  BCS also partners with automated and semi-automated data collection consultants to capitalize on data capture and machine learning technology.

System Implementation and Training

BCS assists with installation and setup of your pavement management system and provides training on use of the system.  BCS also provides training on multiple pavement management system platforms and  field pavement condition ratings so that the agency can update their system independently.  “Hosted” options are also available for clients who do not wish to or have available staff to manage the system in-house.

Pavement Management Analysis and Capital Planning

BCS can use a variety of pavement management platforms to perform analysis of your pavement network.  BCS will summarize your pavement conditions and backlog of repairs, calculate budgetary needs to meet network condition goals, and prioritize maintenance and rehabilitation projects to optimize the use of available funds to best preserver your road network, address the backlog of work, and provide the best level of service to your constituents.

Asset Inventories

BCS creates inventories of a variety of roadside assets including sidewalks, curb ramps, traffic and street signs, guardrail, and others.  All inventories are created as customizable ESRI geodatabases for easy integration into your existing GIS platform or asset management system.  Your inventory can be as basic as “location and type” or a more complex evaluation of condition and compliance with various regulations such as ADA/PROWAG or MUTCD.  BCS can also assist with development of your ADA Transition Plan.
