About Baden Consulting

Baden Consulting Services was founded in 2020 by Lance Baden, a pavement management specialist with over 20 years of experience in implementing pavement and asset management systems. 

After years of seeing the difficulty clients had in spending significant money for an asset management system intended to help them save money, Lance decided it was time for a new approach.

Lance understands the challenges that municipalities face when trying to maintain a road network with limited funds.  Baden Consulting Services is dedicated to providing the high-quality pavement and asset management solutions you expect from working with a big firm, while offering the cost effectiveness, flexibility and personal touch of a small team.

After graduating from Worcester Polytechnic Institute with a Bachelor’s in Civil Engineering, Lance has spent the past 20 years in the field of Pavement Management. In that time, he’s gained valuable field and client experience, and is ready to put those skills to work for your next project.

Pavement Technician

Lance started his career as a pavement technician, where he developed a strong background in the cornerstones of pavement management: pavement production and paving operations.

In this role, Lance tested Hot Mix Asphalt both in the lab and at the production plant, while supervising and inspecting field paving operations – often with a Nuclear Density Gauge. During his time as a pavement technician, Lance held certifications by the Nuclear Regulatory Commission (NRC) and the North East Transportation Testing Certification Program (NETTCP) for ten years.

Project Manager of Transportation Infrastructure Asset Management Services

Early in his career, Lance discovered his interest in databases and Geographic Information Systems (GIS), and started to transition his focus to town-wide pavement management systems.

He soon became a Project Manager of Transportation Infrastructure Asset Management Services at Vanasse Hangen Brustlin, Inc.—a pioneer of pavement management in New England.

In his time at VHB, Lance implemented pavement management systems for more than 50 municipal and regional agencies throughout New England, Central Florida, and Ohio.

Major responsibilities in this role included:

• Project Development and Management
• Coordinating and supervising field data collection efforts on road networks, ranging from small private developments to 1,000 mile county systems, using a variety of data collection protocols including:

◦ ASTM D6433 ratings
◦ VHB’s modified distress approach
◦ “Windshield” surveys
◦ Video surveys
◦ partnering with automated and semi-automated data collection consultants

• Customizing pavement management maintenance and rehabilitation strategies for clients, and implementing those strategies within pavement management software to develop realistic road programs and capital plans.
• Pavement Network Condition and Budgeting Analysis using the following software:

◦ VHB’s RoadManager platform
◦ US Army Corp of Engineer’s (Micro)PAVER
◦ custom Microsoft Excel and Access databases and more

• Presenting Pavement Management Study findings at Public Meetings and to Town Decision makers; often successfully justifying budget increases and leading to Bonding/Overrides, etc..
• Mapping Assets using ESRI software including ArcMap Desktop and ArcGIS Online.
• Evaluating sidewalk and ramp networks for ADA compliance, as part of a municipalities “self-evaluation” phase of Transition Planning.
• Creating Traffic Sign and Guardrail inventories to assist with meeting MUTCD requirements.

Lance is a native of Framingham, Massachusetts. He and his wife, Kate, are raising their kids in Upton, MA.

In his free time, Lance loves to hike and camp with his family.

Lance is an avid mountain biker and road cyclist, often participating in long distance cycling events that raise money for charity. Lance has been a high school wrestling official for 20 years, a college coach for 10 years, and hopes to re-engage with that world when his kids are a little bigger!
